Rebuilding the country starting from post-conflict repatriation, relief, resettlement, rehabilitation, and reconstruction (5Rs) Program and engagement in productive work. Revitalising agriculture and creating sustainable rural livelihoods by directing oil and national revenues to rural infrastructure and agricultural development. Building key institutions and capacities to proactively mitigating external shocks to systems of production, distribution, and consumption.
A core target for economic development is to sharply increase food security wih an integrated set of mutually reinforcing initiatives to remove impediments and achieve the economic development objective by initially focusing on renewed rural development and diversifying into broader private sector development.
These include extending and upgrading transport infrastructure, especially roads. and clarifying issues pertaining to land to ensure access and tenure. Access to land for IDPs and refugees returning home is to be secured to lessen related pressure for conflict and help rural growth.
Private sector-led development: The formulation and implementation of agriculture plans will be guided by the principle of“small-government and private sector- and market-led development”. The government’s roles will be confined to policy formulation, the establishment of a regulatory framework and the provision of public goods and safety nets for the socially vulnerable.
